In support of pollution prevention and in accordance with Executive Order 12856 concerning pollution prevention, all federal agencies (e.g., the U.S. Army and Department of Defense) must comply with the Toxic Release Inventory (TRI) chemical release reduction and pollution prevention planning The inventory lists hundreds of chemicals and choosing which toxic chemicals to replace or eliminate as well as finding actual replacement chemicals or procedures is not always clear.
This study focuses on a systems approach to this problem by understanding the application of a substance and its performance characteristics. The primary test case is the use of a volatile organic compound (VOC), ethanol, as a solvent in ammunition manufacturing. An analysis of the process using ethanol, a search for substitutions, and a review of alternate techniques are central to this project. The results and procedures form the basis for broader application and chemical change. Key words: solvent, ethanol, VOCs
